The Role:The Water Plant Operator position is an entry-level operator position which is staffed at the City's water treatment and water reclamation plants. Duties include the basic operation, maintenance, and control of one or more water treatment or reclamation facilities and/or well sites and lift stations; monitoring operations, canvasses processes, and performing various functions in process control. Work is performed under close supervision.
This position will be open until filled; applicants will be reviewed as they are received.
Salary and Hiring Bonus:This position is:

  • FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week
  • A Grade 314 with with an hourly salary between $24.9611 - $37.4418
In addition to a generous salary, this position also offers a $2,000* Hiring Bonus!
*Hiring Bonus to be paid as follows: $1,000 after 30 days of employment, and $1,000 after 6 months of employment. You must be an active employee at the time the hiring bonus is scheduled to be paid to receive the bonus. Current regular status City of Glendale employees are not eligible for hiring bonuses.Benefits:

Holiday, Vacation, and Sick Leave:
City of Glendale Regular status positions offer:
  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours per pay period after 5 years
    • Then caps out at 7.6 hours per pay period after 10 years of service
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)
* Days per year estimates are based on an 8-hour work day
Retirement:
This position participates in the Arizona State Retirement System (ASRS).
  • The current contribution rate is 12.00%

Essential Functions

  1. Operates, maintains, monitors and controls all water plant and reclamation plant process equipment, including pumps, motors, aerators, blowers, chlorinators, chemical feeds, sludge equipment and basic laboratory instruments to ensure treated water meets City, state, and EPA quality standards.
  2. Obtains water samples and performs water or wastewater lab tests.
  3. Conducts various lab tests to determine proper process and operational controls.
  4. Recognizes the need for and may take basic treatment and operational changes to the water and reclamation processes and distribution systems to meet water quality standards.
  5. Changes pump settings as needed.
  6. Monitors and adjusts flows through wells, booster pumps, zone splits and reservoirs to control the distribution system and system pressure.
  7. Monitors and operates telemetry system and computerized process monitoring equipment.
  8. Makes equipment adjustments and minor repairs, and/or prepares problem reports.
  9. Read and interprets meters, gauges and instruments. Enters daily readings into computer databases.
  10. Inventories, estimate usage and prepares orders for supplies. Ensures quality of material received.
  11. Resolves water and reclamation complaint calls.
  12. Unloads and stores hazardous chemicals, changes chlorine cylinders as necessary, batches and mixes hazardous chemical solutions and transfers bulk storage to day tanks for chemical feed operations.
  13. Records daily activities in logbook.
  14. Assists with public relations by answering inquiries and complaints, and giving plant tours.
  15. Occasionally may assist other water treatment personnel in, or perform well site maintenance.
  16. Performs other duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors
Minimum Qualifications:

One year of experience or training in the operation and/or maintenance of a water or wastewater utility or other industrial fields.

Candidates must possess an Arizona Department of Environmental Quality (ADEQ) Grade 1 Water or Wastewater Treatment Plant Operator's (or equivalent certification from a reciprocal jurisdiction) at time of application.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:
  • Basic operations, methods, practices, techniques and servicing requirements of a water, reclamation plant, or a similar facility
  • Safe work practices used in the operation of electrical and mechanical equipment and water and reclamation plants
Ability to:
  • Recognize treatment process changes and demands
  • Comprehend and operate telemetry and computerized process control systems
  • Operate a computer
  • Keep neat and accurate records
  • Read and interpret meters, charts, gauges and recording devices
  • Understand and follow written and oral instructions and regulations
  • Establish and maintain effective working relationships
  • Perform basic arithmetic calculations
Special Requirements:
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
  • Must obtain an Arizona Department of Environmental Quality (ADEQ) Grade 2 Water or Wastewater Treatment Plant Operator's Certificate within twelve (12) months of hire.
  • Rotating shift work is required to cover weekends and holidays; flexible hours, overtime, and seasonal variations may be necessary.
