Description:

Important Note: This position will be a long-term contract through Insight Global. During the contract duration, the Program Manager will be a W2 employee with Insight Global, eligible for weekly pay, overtime pay, benefits, and more. This position requires on site/in-person work in Downtown Phoenix. The standard work schedule is Monday through Friday from 8:00am to 5:00pm.


OVERVIEW

Insight Global is seeking a Water/Civil Engineering Program Manager to lead the planning, design, and construction of a variety of rehabilitation and facilities improvement projects. This role requires hands-on involvement in all phases of project delivery, from scope development and cost estimation to procurement, contract administration, and project controls. The ideal candidate will coordinate closely with internal departments, operations staff, and external stakeholders to ensure successful execution and integration of projects into asset management systems.


Key Responsibilities:

  • Manage a portfolio of rehabilitation and facility improvement projects from concept through completion.
  • Actively participate in the planning, design, and construction phases of each project. Develop detailed project scopes, budgets, and cost estimates.
  • Oversee procurement processes and administer construction contracts in compliance with organizational and regulatory standards.
  • Conduct technical reviews of design plans, specifications, and engineering reports.
  • Implement and maintain project controls including scheduling, budgeting, and risk management for one or multiple concurrent projects.
  • Coordinate design and construction activities with operations staff, internal departments, consultants, and contractors.
  • Ensure timely and accurate input of project data into enterprise systems and asset management tools.
  • Monitor project performance and prepare regular status reports for leadership and stakeholders.


Preferred Qualifications

  • 4+ years of experience in a civil engineering capacity related to construction
  • Experience managing various projects related to design, construction and infrastructure
  • Experience supporting administrative work, contract management, plan reviews, inspections, and program management
  • Highly proficient working independently while collaborating across various teams and verticals


Nice to Have Skills & Experience

  • Water/Wastewater specific experience
  • Government/Federal industry experience
  • PE license


Compensation: $50 - $85/hr. Compensation will vary based on individual experience, skills, and education.
