About the Position

The Detention Operations Manager is assigned to the juvenile detention facility and is responsible for carrying out various supervisory duties and tasks under the general direction of a Division Director and Deputy Chief.

Position Qualifications

Education and Experience:

  • Bachelor's degree from an academically accredited college or university and 3 years full-time experience in corrections, detention, or probation (including passing a detention academy)
Equivalent combinations of education and experience may substitute as indicated below:
  • 64 credit hours from an academically accredited college or university and 2 years of full-time experience as a supervisor in a detention or correctional facility serving juveniles.
OR
  • 1 year (30 credit hours) of post-secondary education at an academically accredited college or university and 3 years full-time experience as a supervisor in a detention or correctional facility serving juveniles.
OR
  • 4 years full-time experience as a supervisor in a detention or correctional facility serving juveniles.
Other Requirements:
  • Applicants must be at least 21 years of age
  • Must be a US Citizen or Legal Resident of the United States of America
  • Applicants must have or obtain a valid Arizona Driver License by time of hire
  • Access to and the ability to safely operate a motorized vehicle
  • Candidates will be required to successfully complete a background/reference check, polygraph, and pre-employment psychological evaluation prior to hire in accordance with Judicial Branch guidelines
  • Positions in Detention are subject to Tuberculosis (TB) testing. All offers of employment are subject to successful completion of new employee processing and a negative TB result prior to the start date.
  • Submission to a medical examination required by Correctional Officer Retirement Plan
Specialized Training, Certifications, and/or Other Special Requirements:

Work assignments and locations may vary throughout the County. Assignments will be made based upon the needs of the Department. Candidate must be willing to work in any assignment within the Detention Services Bureau (DSB). Candidate must also be willing to work any and all shifts including days, evenings, nights, weekends, rotating shifts, rotating weekends, and serve as an on-call Supervisor outside of normal business hours.
  • Maintain training requirements and certifications within prescribed time constraints.
  • Successfully complete required Detention Officer Academy.
  • Successfully completes Handle With Care training and annual re-certification.
  • Successfully complete Mandt training.
Our Preferred Candidate Has:
  • Prior experience as a line staff detention officer.
  • Prior lead and/or supervisory experience in a medium to large capacity juvenile facility and ideally within Arizona.

Essential Job Tasks

The tasks listed below are intended to describe the general nature and level of work being performed by this position. The statements are not intended to be an exhaustive list of all responsibilities and duties required of personnel classified as a Detention Operations Manager.
  • Supervises and manages specific detention operations supporting the overall effective functioning of the facility.
  • Applies verbal de-escalation as trained in Mandt and Handle With Care training.
  • Performs all of the duties of a detention officer or detention officer supervisor when the need arises.
  • Develops and approves staff schedules and ensures time sheets are accurate prior to approval.
  • Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership.
  • Manages poor performance and staff disciplinary issues by implementing corrective performance improvement plans.
  • Develops, interprets, and implements internal policies and procedures.
  • Coordinates activities of the assigned unit/functional area with other units/areas, divisions, departments, and outside agencies.
  • Serves as a resource to staff and external service partners and stakeholders.
  • Conducts staff meetings, case conferences, and coaches performance of assigned staff
  • Participates in special projects, and develops programs.
  • Ensures adequate staff coverage for shifts and during business hours to meet the general public's needs.
  • Reviews and evaluates a variety of electronic and written reports.
  • Cooperates, collaborates with and maintains contact with other social services, schools, entities, and law enforcement agencies.
  • Recognizes, assesses, and handles confrontational or physical situations using Handle With Care/Plus (HWC) and Mandt techniques.
  • Administers, interprets, and applies information gathered and provided by assessment tools.
  • Provides regular onsite or in-person supervision to assess business needs by observation, by monitoring group dynamics with face-to-face interaction and through the use of body. language/nonverbal communication, engages in interpersonal bonding, and models expected behaviors.
  • Ensures their assigned staff have timely completed their required annual training.


Working Conditions:

Detention Operations Supervisors must complete Handle With Care and Mandt training to ensure proper use of verbal de-escalation and performance of the approved physical restraint techniques for the detention setting.

Any assignment typically requires climbing, stooping, kneeling, crouching, reaching, standing, walking, sitting, lifting, fingering, grasping, talking, hearing, seeing (including the ability to clearly distinguish and identify colors), and repetitive motions. Requires frequently exerting force up to 20 pounds, and occasionally 50 pounds of force to move objects. Requires sufficient strength and coordination for restraining and/or carrying the weight of adults and defending oneself from attack. Requires driving. Work may be conducted in a noisy, crowded area, with exposure to chemicals, solvents, grease, oils, inks, illnesses, diseases, bloodborne pathogens, etc.

Work will be conducted in a secure detention facility and include noisy, crowded areas, with exposure to uncomfortable physical conditions, including heat, cold, wetness, strong odors, dust, pollen, and bloodborne pathogens. May include exposure to disruptive people. Will require being on rotation as On-Call Supervisor and receive phone calls 24/7 while on call. May require work within the facility on weekends or holidays as needed.

While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull, or lift up to 20 pounds.

Location, unit, and operational assignments will be made based upon the needs of the department. The position will be assigned to the Detention Services Bureau (DSB) and will not automatically be eligible for lateral transfer to any comparable assignment or position other than DSB.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
