The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $114,000.00 to $147,243.20.

This position is exempt under the FLSA.

About the Position

Applicants must currently reside in Arizona or be willing to relocate to Arizona by the time of hire.

Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position may offer a hybrid (telework, remote) schedule, depending on the needs of the Judicial Branch.

The Judicial Branch is unable to provide visa sponsorship (i.e. H-1B visa etc.).

The Infrastructure and Operations (I&O) Manager provides management and oversight to the Court Technology Services (CTS) department. This position provides leadership and manages the team(s) responsible for developing and implementing services and protocols that impact the daily operational activities of the specified area.

Position Qualifications

Education:

  • Bachelor's degree in computer science, Information Systems, or a technology-related field


Experience:
  • Six (6) years of experience providing technical oversight, design, management and implementation of enterprise systems. Two (2) years of supervisory or management experience.


OR

Combined education and experience qualifications:
  • Other combinations of education and/or experience may be considered in substitution for the minimum qualifications on a year-for-year basis
  • Supervisory experience may not be substituted


Other Requirements:
  • Must possess or can obtain by the time of hire, a valid Arizona driver's license.


Knowledge, skills, and abilities:

Knowledge of:
  • Complex IT environments, including enterprise level network and system management
  • Planning organizational activities by establishing tasks, objectives, and priorities.
  • Commonly used concepts, best practices, aligning to industry standards and frameworks.
  • Platform-based infrastructure operating models leveraging platforms such as ServiceNow,com or Salesforce.com.
  • Operational and procedural aspects required to support a mission-critical enterprise.
  • Leading teams to deliver consistent, high-quality service.
  • Judicial or court process and legal terminology.

Skill in:
  • Monitoring and controlling project progress, objectives, and costs against the established schedule and budget.
  • Manage and maintain the organization's IT infrastructure, including servers, network devices, cloud platforms, and security systems.
  • Configure, monitor, and troubleshoot network services (LAN/WAN, VPN, firewalls, wireless).
  • Segmenting physical, logical, and virtual networks to comply with governing directives and policy.
  • Ensure system security, backups, disaster recovery plans, and regular maintenance.
  • Implement upgrades, patches, and configurations to optimize performance and security.
  • Monitor system and network performance, identifying and resolving potential issues
  • Maintain accurate documentation of systems, processes, and network topology.

Ability to:
  • Act as a point of escalation for complex technical issues.
  • Collaborate with other departments to align IT initiatives with organizational goals.
  • Contribute to the strategic planning consistent with the overall service delivery goals for the enterprise.
  • Ability to innovate and recommend alternate paths or ideas to accomplish goals in a resource-constrained environment. Timely mission accomplishment is paramount.
  • Lead and manage a team of systems and network administrators, including task delegation, performance evaluations, and mentorship.
  • Develop and manage work schedules, ensuring coverage for critical infrastructure and support.
  • Coordinate team training to ensure knowledge of current technologies and best practices.
  • Foster a collaborative environment that encourages continuous improvement and professional growth.


Essential Job Tasks

  • Establishes IT policies regarding operational procedures and ensures compliance.
  • Maintains quality services by establishing and enforcing organization standards.
  • Preserves assets by implementing disaster recovery, backup procedures, information security and control structures.
  • Plans and schedules project guidelines and goals while ensuring timelines are met.
  • Directs research in emerging technology by studying organization goals, strategies, practices, and user projects.
  • Challenges and inspires employees to achieve expected results.
  • Ensure employees adhere to legal and operational compliance requirements.
  • Oversees, trains, and evaluates IT Support and Services staff, and ensures maximum use of their experience and skills.
  • Implements performance standards, procedures, and efficient methods of work within the IT Services and Support team.
  • Provides instruction on technical issues and develops and maintains training materials for new and existing staff.
  • Experience: 5+ years in systems and network administration, with at least 2 years in a supervisory or team lead role.
  • In-depth knowledge of operating systems (Windows, Linux), network protocols, firewalls, and virtualization technologies (VMware, Hyper-V).
  • Experience with cloud services (AWS, Azure) and hybrid environments.
  • Strong understanding of cybersecurity best practices, including risk mitigation and compliance standards.
  • Familiarity with automation tools (PowerShell) and monitoring solutions (e.g., Nagios, SolarWinds).
  • Excellent troubleshooting, analytical, and problem-solving skills.
  • Coordinates the implementation of selected large contracts, providing recommendations on contract renewal
  • Perform additional responsibilities as assigned, including but not limited to assisting with special projects, cross-functional support, and other tasks that contribute to the team's success and overall organizational goals.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
